Presumably it should say like in Koheles Rabah, 'Mishnayos Gedolos, like of R. Akiva, R. Chiya, R. Oshaya and Bar Kapara', for below he expounds "Ish Nochri" to be Ba'alei Talmud. (PF)

Does he have all his Nefesh's desires?

Metzudas David: He could fulfill all its desires, for he does not lack anything.

What is the consequence of "v'Lo Yashlitenu ha'Elokim Le'echol Mimenu"?

Rashi: He does not rejoice in his portion, for he seeks to increase it - "v'Hi cha'Maves v'Lo Yisba" (Chabakuk 2:5). Also he does not enable him to do Tzedakah with the wealth, to eat [its reward] in the future.

Rashi and R. Avigdor, citing Koheles Rabah: He did not merit Talmud, so there is no benefit from him to give rulings about Isur v'Heter, nor Tum'ah and Taharah.

Seforno: He does not benefit from his wealth in his lifetime.

Metzudas David: Hashem does not let him benefit from his wealth, for He tilts his heart to be stingy.

Why does it say that "Ish Nochri" will eat it?

Rashi: He will take the wealth, do Tzedakah with it and benefit from it.

Rashi and R. Avigdor, citing Koheles Rabah: One who knows Talmud can rule about Isur v'Heter.

Rashbam: One who did not toil for it, he will consume it.

Seforno, Metzudas David: The owner will not bequeath it to his relatives. A stranger will benefit from it.

Why is this Hevel?

Rashbam, Metzudas David: This one toiled for no gain (Seforno - for an inferior purpose).

Why is this "Chali Ra"?

1.

Seforno: Sometimes this occurs amidst hatred of his relatives. This is a despised illness. It is like evil; he sins in this. He wasted his time and toil to get wealth, to sin with it!

2.

Metzudas David: It is very painful to see that someone else will benefit from what he gathered.
