Why does it say "Zevach lEi'lokim Todah"?

Rashi: Confess your deeds and repent to Me. This is the Zevach that I desire! Afterwards, "v'Shalem l'Elyon Nedarecha" - then, they will be accepted.

Radak: If you want to sacrifice, it should be with Todah - confess your evil deeds, and do not return to do them again.

Why does it say "v'Shalem l'Elyon Nedarecha"?

Rashi: Refer to 50:14:1:1.

Radak: I do not command you to vow, but if you vowed a Korban, pay it! It says l'Elyon, for He is above you, and you cannot escape from Him if you will deny. I do not tell you because I need, rather, for you must guard "Motza Sefasecha Tishmor" (Devarim 23:24) even to a person like yourself, and all the more so to Me!
