How do they tilt the law?

Rashi: Via false documents. They veer (remove from) the poor the rights proper for them.

Radak: When an Ashir or Gadol comes in front of them for judgment against an Oni, widow or orphan, who is weak, if the [true] verdict favors the weak, they tilt it and give to the Ashir, and favor him. It is as if the judges plunder the poor, orphans and widows.

3.

Malbim: The judges make unjust laws to deprive the poor. I.e. the protocols that they established were in order to deprive the poor of their rights.

How do they make widows and orphans their booty?

1.

Radak: Refer to 10:2:1:2.

Malbim: The writers forge loan documents against the widow's husband and the orphans' father. They take all that they have, and take the orphans for slaves.
