Tish'ah b'Av is the only decreed fast day that resembles the fasts for rain that were once observed in Eretz Yisrael - we begin on the night before, and observe five Inuyim. That being the case, why don't we recite Selichos and Ne'ilah on Tish'ah b'Av? Why isn't work prohibited?
