R. Bachye (in Pasuk 4 - citing R. Chananel): It incorporates the Mitzvos Asei and the Mitzvos Lo Sa'aseh 1 that Hashem would command them.
R. Bachye: Seeing as someone who refrains from transgressing something tht he has been commanded to refrain from doing has performed a Mitzvah, as the Pasuk writes in Tehilim 113:3 "Af Lo Pa'alu Avlah, bi'Derachai Halachu".
