Reference: Tana'im argue about this in Nega'im (2:5). A Mishnah says that one may see (rule on) any Nega'im, except for his own. R. Meir says, one may not see even his relatives;

Explanation: R. Meir's reason is like it explains in Sanhedrin (34b). The verse equates Rivim (monetary cases) to Nega'im [and vice-versa]. Just like [we rule about] Nega'im during the day, also Rivim. And just like relatives may not [rule about] Rivim, also Nega'im are not through relatives;

In the Kal v'Chomer of R. Elazar b'Ribi Shimon [below], he requires three verses for Minchas Yisrael, Chatas and Chazah v'Shok! (Birkas ha'Zevach - since a Ba'al Mum never offers, and the Torah revealed that he divides and eats, there is no reason to distinguish between different Korbanos. A Tevul Yom, Mechusar Kipurim or Onen can serve later. It is feasible to say that he has rights only in certain Korbanos, due to their leniencies or stringencies.)

Explanation (Rashbam): This is Rav Achai, the author of the She'altos. He was among the Savora'im [Chachamim] after Ravina and Rav Ashi (but before the Ge'onim. Rav Achai) added Hora'ah (teaching), and wrote his words afterwards after the Gemara.

Question: In Kesuvos, we find that Rav Ashi discusses afterwards [Rav Achai's answer. This shows that they were contemporaries! Sefer Yuchsin says that Ba'al ha'She'altos lived until around the year 4500. Rav Sherira Gaon says that Rav Ashi died in the year 738 (from Binyan Bayis Sheni, i.e. more than 350 years earlier)!]
