Explanation: We put the Chaf from Chashchas with Chashras, and this makes Chachsharas, i.e. the water in the clouds becomes Kosher.

שהעננים שותים לבסוף הם ממתקים בעבים

In Shabbos (114a) we say that a Talmid is proper to be appointed Parnes over the Tzibur when he knows to answer when they ask him a matter of Halachah, even in Maseches Kalah!

אלמא הראוי למנותו פרנס על הצבור הוי כשיודע להשיב והכא משמע דאותו הראוי למנותו פרנס הוי מילתא אחריתי

Summation of question: There it connotes that one is proper to be appointed Parnes over the Tzibur when he knows to answer [like the definition of a Talmid]. Here it connotes that being qualified to be appointed Parnes is another matter (greater than a regular Talmid)!

ועוד דהכא משמע דיחיד עדיף מדקאמר בסמוך לא כל הרוצה לעשות עצמו יחיד עושה אבל הרוצה לעשות עצמו תלמיד עושה

Strengthening of question: Here it connotes that a Yachid is preferable, for we say that not everyone who wants may make himself a Yachid. However, [any]one who wants may make himself a Talmid! (Above, we said that a Yachid is proper to be appointed Parnes!)

Answer: There is a distinction in a Talmid;

דדוקא כשהרב בא אל מקום אחד וכל התלמידים אצלו זה שואל אל הרב ממה שהוא לומד וזה שואל ממקום אחר ואותו הרב יודע להשיב לכל התלמידים לכל אחד ואחד כפי שאילתו ואפילו במס' כלה זהו יחיד

When the Rav comes to one place, and all the Talmidim are by him, and this asks the Rav from what he is learning, and this asks from elsewhere, and the Rav knows to answer all the Talmidim, each according to his question, and even in Maseches Kalah, this is a Yachid.

דעדיף מתלמיד דהכא ונקרא תלמיד התם בפרק אלו קשרים אותו ודאי ראוי למנותו פרנס על הצבור

He is better than the Talmid we discuss here. He is called a Talmid in Shabbos. Surely it is proper to appoint him over the Tzibur;

אבל אם אינו יודע להשיב אלא במסכת שלו נקרא גם כן תלמיד ומזה מיירי הכא.

However, if he knows to answer only in his Maseches, also he is called a Talmid. We discuss such a Talmid here.
