Did giant Nochrim remain in Azah? It says in Shoftim (1:18) that Yehudah captured Azah!

Radak: That was after Yehoshua died. In Yehoshua's lifetime, they eradicated the giants from Chevron and the places listed, They remained in Azah and the other Pelishtim cities, until Yehudah conquered them afterwards.

Why did giants remain in these cities?
1.
Malbim: They were intentionally left in Azah to test Yisrael in the future; [Yehoshua] did not fight with them at all. In the rest of Eretz Yisrael, Lo Nosar (none remained even without intent).
