Why does it say "Oso Es Nebuchadnetzar"?

Radak: Sometimes the noun is after the pronoun; this is unusual, but we find so in "va'Tir'ehu Es ha'Yeled", "Yevi'eha Es Terumas Hashem" (Shemos 2:6, 35:5) and similar verses.

Why does it say both "Asher Lo Ya'avdu Oso" and "Asher Lo Yiten Es Tzavaro b'Ol"?

Malbim: There were great kingdoms at the time that were not subservient to Nebuchadnetzar, like is known from ancient chronicles. However, the small kingdoms needed to take shelter under a great kingdom. A nation that did not serve Nebuchadnetzar needed to serve another great kingdom to protect them from Nebuchadnetzar. All needed to serve either Nebuchadnetzar, or a great king who did not accept Nebuchadnetzar's yoke 1 .

He ruled over the entire world (Megilah 11a)! Perhaps Malbim explains that his rule extended to the end of the world in every direction, but there were kingdoms that did not serve him. However, why should Hashem punish small kingdoms that did not serve him or another big kingdom, but not the big kingdoms that did not serve anyone?! (PF)
