Rashi #1: You blocked our sins until below - Galus atoned and decreased our sins.
Rashi #2: You held back from collecting (punishing for) all our sins. You collected less than them, and not for all of them.
Ibn Ezra: It is as if You held back from writing part of our sins in a Sefer Zikaron, and placed them under the ground - "v'Sashlich bi'Mtzulos Yam Kol Chatosam."
Malbim: You blocked the evil, so it comes upon us less than is proper based on our sins. Via this, "You gave to us this remnant."
