Which sinners are discussed?

Radak: The Navi says so about the sinners of his generation, but not about all sinners. Many of them were exiled. The sword will kill those who say "Lo Sagish..."

2.

Malbim: They are the chaff. They say, evil that comes is chance - it is not Hashgachah from Hashem for their deeds.

Why do they say "Lo Sagish v'Sakdim Ba'adeinu ha'Ra'ah"?

Rashi: The evil will not rush to come upon us due to our sins.

2.

Radak: We can do as our hearts desire. If evil will come, it is not due to our deeds, rather, it is chance. This is like it says "va'Halachtem Imi b'Keri" (Vayikra 26:27).

Malbim: The evil is not in order to punish us; it is chance. Further, it will not come sooner due to our deeds. It does not come to Resha'im before Tzadikim. This denies Hashgachah and punishment!
