Redak: Part of Yerushalayim was in Binyamin's portion, and part in Yehudah's. These listed from Binyamin until now lived in Yerushalayim.

Malbim: Also below (9:7-8) it lists Bnei Binyamin who lived in Yerushalayim. There they were heads over everyone, e.g. Yechanyah ben Yerucham; Bnei Yerucham mentioned here were heads only over their seed.
