What is the meaning of "v'Tzava Tinasen Al ha'Tamid b'Fasha"?

Rashi: A time was set for the Tamid to cease. Tzava is a time, like "ha'Lo Tzava le'Enosh Alei Aretz."

Malbim: Tzava is Yisrael. They and the Tamid will be given over to the enemy. "Al" means with, like "Al Olas ha'Tamid Ye'aseh", "va'Yavo'u ha'Anashim Al ha'Nashim." This will be due to the sins of the wayward in Bayis Sheni.
