Why does Sefer Melachim not mention that fire descended from Shamayim?

Malbim (from Seder Olam, Vayikra Rabah 49): Fire descended from Shamayim in the days of Moshe, and did not depart from the copper Mizbe'ach until they came to the Beis ha'Mikdash; it came from Moshe's Mizbe'ach. Ezra mentioned it here, for the nation saw how it went from one Mizbe'ach to the other. How can R. Yosi say in Seder Olam that the fire did not go from Moshe's Mizbe'ach to Shlomo's? He must say that the verses are out of order; Shlomo was Mekadesh the Chatzer before the fire descended.
