Why does it say "veli'Vnei Yisachar"?
Redak, Malbim: The Lamed is extra, like "veha'Shelishi l'Avshalom."
Why does the Sefer teach the families and population of Yisachar?
Radak: The Sefer began to teach the lineage of the Shevatim. It interrupted with Levi, and taught their lineage and cities. Now it returns to teach the lineage and population of the Shevatim like they were in the days of David. Those not mentioned here are mentioned with the others when they came to coronate him in Chevron (12:24-38).
Malbim: First, the Sefer taught the lineage of Yehudah, and Shimon, who dwelled by Yehudah. Then it taught Reuven, Gad and Chetzi Menasheh. It taught Levi amidst the Shevatim, and now teaches the lineage of the other Shevatim that was found (refer to 7:13:1:3).
The Torah lists Yov. Why is he called Yashuv here?
'Rashi': After he settled to learn Torah - "umi'Bnei Yisachar Yode'ei ha'Itim", he merited to be called Yashuv.
