What is the meaning of "v'Hayah Im Kilah"?

Rashi: When [the locusts] finish eating. Radak ? this is like Ka'asher Kilah. Also elsewhere, Im is like Ka'asher, e.g. "v'Hayah Im Ba El Eshes Achiv" (Bereishis 38:9), "v'Im Yihyeh ha'Yovel" (Bamidbar 36:4), "v'Im Mizbach Avanim Ta'aseh Li" (Shemos 20:22).

Malbim: I saw in Nevu'ah that they are close to finishing the herbs of the land.

Will they consume all the herbage of the land?

Rashi: It refers to finishing the field.

Malbim: This is prone to happen soon.

What will be the consequence of Hashem's pardon?

Rashi: Do not destroy the land.

Malbim: The decree will be canceled. If one transgresses, once, twice or three times, [Shamayim] pardons him. This was the third punishment.

What is the question "Mi Yakum Yakov"?

Rashi: Who will rise and request [pardon] for their sins?

Radak: How will Yakov be able to rise after these decrees? He is small ? only a little remains [from his former multitude]!

Malbim: Yakov cannot rise and strengthen himself in good deeds, due to the hunger.

In what sense is Yakov "Katan"?

Rashi citing Targum Yonasan: He is Metaltelin 1 .

The Targum often says Metaltelin regarding one who is downtrodden or poor. Radak (Yeshayah 58:7) says that it is an expression of Tiltul (movement, i.e. transient).
