Why does it say "ha'Nosarim mi'Mate Zevulun"?

'Rashi': Bnei Merari did not receive all 12 cities that Gad, Reuven and Zevulun gave to them. Zevulun gave the remaining cities to them.

Yehoshua 21:34-35 lists four cities that Zevulun gave to Leviyim. Rimono and Tavor are not among them!

Malbim: Ezra wrote according to what happened, that Zevulun was not able to conquer [all] those places. They gave only Rimono (there it is called Dimnah) and Tavor, a city near [Har] Tavor.
