Malbim: He divided his kingdom into 120 parts. After him, Achashverosh ruled over 127 Medinos. Perhaps the seven Sarim of Paras and Madai were appointed over the additional seven Medinos. The king fixed the Achashdarpenaya to oversee matters of the Medinah, and ensure that Sarei ha'Medinos do not transgress the king's laws. People of the Medinah chose the Pachos and Sarim.
