What is the question "ha'Ezkeh"?
Rashi: Everyone should have put to his heart 'will I merit via evil scales and stone [weights] of deception?'
Malbim: Via fixing a small Eifah, they make also the Shekel false, like we will explain. Even so, they will not profit via this ? "Even va'Aven Eifah v'Eifah To'avas Hashem Gam Sheneihem" (Mishlei 20:10). I.e. even though both of them are found together, for via this the seller makes two Eifos. One who gives to him a small counterfeit coin, he gives to him a small Eifah. Even so, Hashem abhors it. They cannot justify themselves, to say 'I diminished the Shekel because the seller diminished the Eifah', or conversely, for Hashem warned about them in every case 1 .
If both of them know and consent, why does Hashem hate this? Perhaps one errs about how much the other diminished. Or, perhaps he will use the small Eifah or Shekel when doing business with one who gives the full amount. (PF)

Radak: They are deceptive weights, like it says "Lo Yihyeh Lecha b'Chisecha Even va'Aven Gedolah u'Ketanah" (Devarim 25:13) - he weighs what he buys with the big weight, and sells with the small weight.
