Why does it mention "Goyim" and "Amim"?
Malbim: Goyim are inferior. They have no king. Amim are more esteemed; they have a king. However, 'Goy' denotes a bigger collection than 'Am'.
What is the comparison to a lion among animals of the forest?
Rashi: So their king will rule over all.
Radak: Aryeh is mature. It is stronger than strong forest animals like tigers, bears and wolves. It tramples on them and tears them as it desires. No one can save from it.
Malbim: Until now, Yisrael were like a Seh (sheep or goat) among lions ? "Seh Pezurah Yisrael Arayos Hidichu" (Yirmeyah 50:17). Now Yisrael will be the lion! Also refer to 5:7:3:2.
Why does it add "ki'Chfir b'Edrei Tzon"?
Radak: Kefir is a small lion, but it is bigger than Gur. It is not strong enough to tear forest animals, but it can tear in the flock and no one can save from it. So Yisrael will be amidst the nations who come against Yerushalayim. Yisrael will destroy them, like it says in Yechezkel and in Zecharyah.
Malbim: Aryeh is old; Kefir is young. An Aryeh goes out to the forest for prey, and tears big animals. A Kefir sits in its den in ambush. It does not go out for prey; it tears only small animals. The verse depicts large, inferior Goyim as large animals; Yisrael will be like an Aryeh against them. Yisrael will go out to the Goyim's land to fight them and take prey (spoils). Amidst many Amim, which are smaller but more esteemed, Yisrael will be like a Kefir amidst flocks. It does not go out for prey. So Yisrael will not go out to fight them, for most of them will accept the yoke of Shamayim. Only those who go to fight them in Eretz Yisrael, e.g. the nations that will gather against Yerushalayim with Gog and Magog, Yisrael will tear them like a Kefir, which is stronger than flock animals.
What is the significance of "v'Ramas v'Taraf"?
Rashi: Ramas is what a lion tramples when it is hungry; it eats the victim in its place. Taraf is when it carries the prey to its abode for its cubs and female lions (mates).
Malbim: An Aryeh goes out to the forest and is Romes; a Kefir is Toref what comes to its abode. Both of them, no one can save from them.
