Why does it say "v'Hichrati Keshafim mi'Yadecha"?

1.

Radak: This is like 'from your Reshus', just like "va'Yikach Es Kol Artzo mi'Yado" (Bamidbar 21:26 ? from his Reshus). There will not be witches or diviners in all your land, like there are nowadays, for "va'Hasirosi Lev ha'Even mi'Besarchem" (Yechezkel 36:26).

2.

Malbim (10): They had witches and Me'onenim who said when they will succeed in war. (They will be cut off.)

2)

Who are "Me'onenim"?

1.

Sanhedrin 65b #1: They are those who put semen of seven men on the eye.

2.

Radak citing Sanhedrin 65b #2: They are sleight of hand magicians (who appear to do magic)

3.

Radak citing Sanhedrin 65b #3 They are those who 'calculate' times that are good or bad, e.g. today is good to embark, tomorrow is good to buy, wheat is good in Erev Shemitah, if one uproots legumes without harvesting them they will not rot or grow wormy.
