Rashi: No 1 . It will be in the future inauguration, like Hashem commanded.

We find that Bnei Yisrael offered a goat for a Chatas on the eighth day of Milu'im (Vayikra 9:3)! Perhaps Rashi means that they did not offer goats for seven days, like they will in the future (verse 25). (PF)
