'Rashi': They did not have many children like Yehudah. They were sparse, and Yehudah's portion was too big for them, so Shimon inherited among them "Pen Tirbeh Alecha Chayas ha'Sadeh."

Radak: Because they were fewer than Yehudah, they were secondary to them and dwelled in a minority of Yehudah's cities. The cities of Shimon listed in Sefer Yehoshua were already listed in Yehudah's portion.

Malbim: Even though they increased (38), they did not increase like Yehudah, therefore their inheritance was amidst Yehudah.
