Why did he bless Hashem?

Malbim: It is for the influence that we receive from Him via His Hashgachah and Tov. Even philosophers who deny His Hashgachah agree that one must praise and glorify Him for being the first Cause. Nebuchadnetzar used to think that it is below Hashem's honor to oversee living beings; He handed over conduct of the world to Sarei Shamayim, stars and Mazalos. Berachah is proper for them, for good and influence come from them. Now he understood that Hashem Himself conducts the world, so it is proper to bless Him.

Why did he mention Ila'a and Chai Almaya?

Malbim: Ila'a refers to the first Cause. Chai Almaya reflects that He oversees and conducts the world, like a Nefesh makes the body live.

Above (3:33), he said "Malchuse Malchus Olam v'Shaltanei Im Dor va'Dor." Why did he switch, and say now "Shaltanei Shaltan Olam u'Malchuse Im Dor va'Dor"?

Malbim: I explained there that Malchus is ruling via nature fixed from the six days of creation. Memshalah is overriding nature, according to the generation. Now I see that also Shaltanus (miraculous conduct) is constant, and also conduct via nature is based on the Dor and deeds; also nature is full of hidden miracles. It is drawn after merit and deeds. The primary conduct is based on His desire.
