Does Hashem not have great strength?!

Rashi: He does not arouse His judgments against people with His great strength 1 , rather, with mercy. He made atonement for His creations via a small matter, according to the sinner's ability - the Kometz of a Minchah, Machatzis ha'Shekel, Turim and Bnei Yonah, or cattle 2 and flock. He did not burden him to bring Re'em (a humongous animal) or Yachmor (a Chayah, which is hard to hunt).

Ibn Ezra: We do not know this from His deeds and Mishpat.

Malbim: The fact that we did not find and understand Shakai (His conduct with His creations, and the way of His Hashgachah), this testifies to His great strength!

Avodah Zarah 4a: It says also "Gadol Adoneinu v'Rav Ko'ach" and "Yeminecha Hashem Nedari ba'Ko'ach"! Those refer to strength in war.

What do we learn from "u'Mishpat v'Rov Tzedakah Lo Ya'aneh"?

Rashi: He does not afflict too much, nor demand a Tzadik to give more Tzedakah than he can, only "Ish k'Matenas Yado."

Ibn Ezra: Affliction is not from Him, rather, due to a shortcoming in the recipient, like I explained in [my introduction to] Koheles.

Malbim: Hashem does not answer and inform the way of His conduct and Hashgachah - this shows that His conduct is full of Mishpat and Tzedakah! Sometimes He acts based on Mishpat - according to people's deeds, and sometimes via supreme Tzedakah and Chesed. Everything is according to supreme Chochmah!
