Why does it say "la'Kohanim vela'Leviyim"?

Malbim: The Sarim gave animals to Kohanim and Leviyim. Those named in this verse gave to the Kohanim, and those named in the coming verse, i.e. Sarei ha'Leviyim, gave to the Leviyim.
