Rashi: The poor scream due to their oppressors' might, and Hashem does not answer.

Ibn Ezra: The many who are oppressed. Hashem brings afflictions on them.

Malbim: Iyov asked, "me'Ir Mesim Yin'aku v'Nefesh Chalalim Teshave'a v'Eloka Lo Yasim Tiflah" (24:12). The murderers destroy, and victims scream - why is there no answer?

What do we learn from "Mipenei Ge'on Ra'im"?

Malbim: This explains why Hashem does not answer them. The evil ones overpowered the good ones. Most people are evil. They do not seek to do Mishpat and eradicate evildoers. This is the people's responsibility, not Hashem's!
