'Rashi': This is like Min ha'Makim, like it says in Melachim II, 8:29. Malbim ? Ezra explained that he did not remain in Ramah to recover due to the Aramim who were striking there. Even though Sarei ha'Melech were in Ramah, also Aram was nearby.

Radak: Ha'Makim is a noun, like ha'Makos; he needed to recover, due to the blows.

Why does it say that Azaryahu was Melech Yehudah?

'Rashi': This is Achazyahu. Also below (9:16) it says that Achazyahu went to visit Yehoram. Radak ? he had two names.
