What do we learn from "veha'Shegal Yosheves Etzlo"?
Rashi: When the king was speaking to me, his wife was by him. This is like "Shegelase u'Lechenase." Verses often mention the queen next to the Pilegesh, his wives and concubines, like "Melachos u'Filagshim."
Ibn Ezra: Shegal is like "Tishgalenah 1 ". It is one who is prepared for the king's command.
Malbim: Both the king and the Shegel told him. [Even so it says "va'Yomer" (singular),] like "va'Yomer Avimelech u'Fichol Sar Tzeva'o." According Chazal (Vayikra Rabah 13:5), Daryavesh was Esther's son. We can say that she was the Shegal; she rushed the matter amidst love of her nation and birthplace.
This appears in Yeshayah 3:16 and Zecharyah 14:1; it refers to Bi'ah. I.e. she is ready to have Bi'ah with him when he desires. (PF)
What is "Mahalachecha"?
Rashi: When you will go.
Did he send him before Nechemyah said when he will return?
Rashi: "Va'Yishlacheni" means that he permitted him to go. Malbim ? this was before Nechemyah said when he will go and return.
What time did Nechemyah give to him?
Rashi: When he will return.
Malbim: When he will go and return.
