Why does it say "Kol ha'Kahal k'Echad"?

Rashi: This includes Kohanim, Leviyim and Nesinim.

Why does it say 42,360? When we add the numbers, they are only 30,000!

Rashi (from Seder Olam 29): The Yisraelim counted about were from Yehudah and Binyamin. When we include Yisrael from other Shevatim, there are 42,360.

2.

Malbim: Above it counts only those who came first from Bavel. Also in Nechemyah, which includes those who came from Eretz Kasdim, does not include people who came later, every day. After all gathered, there were 42,360.
