Who is "ha'Tirshasa"?
Rashi, from Yerushalmi Kidushin 4:1: It is Nechemyah ben Chachalyah (Nechemyah 10:2). He is called ha'Tirshasa, for Chachamim HiTiRu (permitted) him to drink (SHeSe) Yayin Nesech 1 of Goyim; he gave to the king to drink.
Ibn Ezra #2: Perhaps this is a title of grandeur in Leshon Kasdim, like Sar or Pachah. This is primary.
Ibn Ezra and our texts of the Yerushalmi say only [Stam] Yayin of Goyim, but not Yayin Nesech. (PF)
Why does it specify "mi'Kodesh ha'Kodoshim"?
Rashi: These are Chatas and Asham, which only Kohanim may eat.
Ibn Ezra: These are Terumos.
Why does it say they will not eat from Kodshei Kodoshim until a Kohen stands to [ask from] the Urim v'Turim?
Rashi: This is like one who says, this will not happen until Mashi'ach (Sotah 48b). It cannot mean until a Kohen will wear the Urim v'Tumim in Bayis Sheni, for it was lacking in Bayis Sheni (Yuma 21b).
Ibn Ezra: It means, until there will be a Kohen proper for Urim v'Tumim. Moshe's Urim v'Tumim were hidden; no replacement was made.
Malbim: They will not eat until they ask from the Urim v'Tumim. I explained in Trei Asar that had they merited then, the Shechinah would have returned in Bayis Sheni, and they would have had Urim v'Tumim. When they ascended, it was still possible.
