What is "ha'Mishpachah ha'Zos"?
Radak: They are Am Yisrael. A nation is called Mishpachah ? "v'Im Mishpachas Mitzrayim Lo Sa'aleh" (Zecharyah 14:18), "v'Al Mishpachos Asher b'Shimcha Lo Kara'u" (Yirmeyah 10:25). Also Yisrael is called so ? "Kol ha'Mishpachah Asher He'eleisi me'Eretz Mitzrayim" (Amos 3:1).

What is the significance of "Asher Lo Samishu mi'Sham Tzaveroseichem"?
Radak: The yoke of the evil that come upon you, you cannot remove it from your necks. I.e. you cannot be saved from it.
Malbim: This evil will be like an iron yoke around their necks. They cannot remove their necks from it.
What is the meaning of "Lo Selechu Romah"?
Rashi: Do not go with an upright stature. Radak ? Romah has the same grammatical form as Komah and Tovah. Since your necks will be under the yoke, you will be submissive, and you cannot go with an upright stature.
Malbim: They cannot lift their necks with the yoke.
What do we learn from "Ki Es Ra'ah Hi"?
Malbim: When evil come upon people at a time of Shalom, there is hope to be saved from it. When it is a time of evil for the entire world, one cannot be saved from the evil.
