Why does it say "v'Chamdu" and "v'Gazalu"?
Radak: Coveting is in the heart. Theft is will the hands. They covet their colleague's field in their hearts, and ask them to sell them to them. If they do not want to sell, they steal them and take them via force. The same applies to houses.
Malbim: When they covet a friend's house, they steal it by force.
Do they carry houses?!
Rashi: This refers to "v'Chamdu" ? they covet houses, and take them.
Radak citing Targum Yonasan: They extort them.
Malbim: Houses are in the city. They cannot steal them openly. They take them via business ? he trades the field that he stole for the house.
Why does it say "Gever u'Veiso Ish v'Nachalaso"?
Radak: The matter is repeated in different words. If the house's owner opposes him when he steals his house or field, the thief strikes him and incarcerates him. This is bodily and monetary Oshek (oppression)!
Malbim: They oppress the man and his house ? after trading the field for the house, he does not give the house 1 . This is easy for them to do also in the city. "Ish v'Nachalaso" are the fields that they stole. Afterwards they take also the field's owner ? amidst poverty, he is sold to them for a slave.
