Rashi: The entire night they resolve in their hearts how to do the evil in the morning. Radak ? people think more while lying on their beds, for they are not engaged in anything sensory.

Malbim: While lying on their beds they are isolated, and cannot steal. They think how to oppress and steal, and also do evil. Refer to 2:1:2:2.

What do we learn from "b'Or ha'Boker Ya'asuha"?

1.

Radak: Early in the morning they do the evil that they thought about, for they have the ability to oppress Aniyim.

2.

Malbim: Since they do the evil immediately when morning comes, it is as if they did it at night, since nothing stops them from carrying out their intent.
