'Rashi': There are many Aram's. Some are on the Peras river, and there is Aram Tzovah. The primary nation is called Aram Stam. Similarly, Amonim in Amon are called Amonim; the primary nation is elsewhere. Also "Bnei Esav ha'Yoshvim b'Se'ir" (Devarim 2:4); the primary [nation] is in Edom. Malbim - Aram Naharayim is Aram Beis Rechov mentioned in Shmuel II, 10:6.
