Why did he say "Min Hashem Elokeinu"?

Malbim: "Im" refers also to this. If it is from Hashem (it is His desire?)

Why did he say "Nifretzah Nishlechah"?

'Rashi': Let us 'breach' the fence that was until now, that no one sought [honor of] Hashem.

Radak: Let us send out messengers in every direction. Nifretzah is like "u'Faratzta Yamah va'Kedmah" (Bereishis 28:14) ? spreading greatly. In Shmuel II, 6:1 it says "va'Yosef" - they had gathered to make him king, and now he gathered more.

Malbim: This refers to Hischazkus 1 more than the border ? "u'Faratzta Yamah va'Kedmah" (Bereishis 28:14).
