Malbim: In the days of Yoyakim, the heads of the Kohanim changed, but not the heads of the Leviyim, for most of the Leviyim ascended only in the days of Ezra shortly beforehand, but not earlier with Zerubavel. The heads of the Leviyim changed in the days of Elyashiv.
