Why did Hashem include Aharon in this Dibur?
Rashi and R. Bachye: Since Aharon exerted himself together with Moshe in performing the miracles, Hashem gave him the Kavod of including him in the first Mitzvah that he was teaching Moshe 1 (even though Moshe was the main one ? R. Bachye).

Mechilta: We learn from the Pasuk in Va'eira (6:28), that throughout the entire Torah, Hashem always spoke to Moshe exclusively, and it is only in three locations that He spoke to Aharon as well. See Torah Temimah note 1 (citing the Vilna Gaon) who presents the three locations.

Why does the Torah need to mention that it was said, "in the land of Egypt"?
Rashi, Ramban #1 and R. Bachye #1: To teach us that Hashem spoke to Moshe and Aharon 'in the land of Egypt' - and not in the town. 1

R. Bachye #2 (citing Sh'mos Rabah): Hakadosh-Baruch-Hu appeared to Yisrael in a location of idolatry and of Tum'ah 2 ? to demonstrate the extent of His love towards them.
Because if Moshe would not Daven in the town, since it was full of idols. Refer to 9:29:1:1, how much more so would Hashem not speak to Moshe in town, for the same reason (Rashi says the same- though he does not seem to say it in answer to any particular question).
This can be compared o a Kohen who entered a Beis-Hakevaros to retrieve Teumah that fell there ? See R. Bachye ? because Yisrael are called the Terumah of Hakadosh-Baruch-Hu, as the Navi writes in Yirmiyah 2:3 "Kodesh Yisrael la'Hashem, Reishis Tevu'aso".
"Vayomer Hashem el Moshe". How will we reconcile the Shechinah resting on Moshe in Egypt with the fact that the Shechinah only rests on a Navi in Eretz Yisrael?
R. Bachye (citing the Mechilta): Because until Eretz Yisrael was chosen, every country was eligible for Hashra'as ha'Shechinah. 1
This extends to Yerushalayim and the Beis-Hamikdash until they were chosen, and to the Kehunah until Aharon was chosen and to Malchus until David was chosen ? See R. Bachye, ibid., who elaborates.
