What 10th will dwell in Yerushalayim, and why?

Rashi: A 10th of Yisrael will dwell there, to guard the city.
2.
Malbim: After they succeeded to record everyone's lineage, they wanted to station from each family in Yerushalayim, lest it be desolate. After they accepted to strengthen the Kohanim and Beis Hashem, the Sarim remained in Yerushalayim, and a lottery will select a 10th of the nation to dwell there.
