What is the meaning of "Hafkeid es ha'Levi'im"?

Rashi (citing Targum Onkelos 1 ), Seforno and Targum Yonasan: It means 'appoint 2 the Levi'im'. 3

R. Bachye #1: It is telling us that the reason for ?Ach es ha?Levi?im Lo Sifkod? in Pasuk 50 is due to to their superior level ? in order that they should take charge of the Mishkan.

R. Bachye #2 (citing Bamidbar Rabah): ?Whoever brings himself close to Hakadoh-Baruch-Hu ? even just a little, Hakadoh-Baruch-Hu bings him even closer. They answered Moshe?s call ?Mi la?Hashem Eilai? ? as the Torah testified in Sh?mos 32:26 ? therefore Hashem responded and appointed them as sole guardians of His House.

Rashi citing Targum Onkelos explains that "Hafkeid" means 'Appoint.' What is his source, bearing in mind that Onkelos uses 'Mani' both for counting and appointing?

Riva: Perhaps the text of Rashi should not say 'ke'Targumo' but 'Targumo'; in other words, Rashi is not citing Targum Onkelos - he is offering his own explanation.
