Did Shlomo speak to all of Yisrael?

'Rashi': It was to those mentioned in the verse ? Sarei ha'Alafim veha'Me'os? Similarly, "va'Yakhel David Es Kol Sarei Yisrael" (Divrei ha'Yamim I, 28:1).

What did Shlomo tell them?

'Rashi' (2,3): They should come to the Bamah in Giv'on. Also "va'Yomer Hashem l'Dag va'Yake Es Yonah" (Yonah 2:11) ? Hashem told it to vomit out Yonah, and so it did. Similarly, "va'Yomer Hashem la'Mal'ach va'Yashev Charbo El Nedanah" (Divrei ha'Yamim I, 21:27).

Always, it mentions the Nesi'im and Roshei ha'Avos before Sarei ha'Alafim veha'Me'os, e.g. Divrei ha'Yamim I, 27:1. Why does it reverse the order here?

Malbim: The king commands the heads of the Shevatim and the Avos, and they command the Sarei ha'Alafim under them. Here it was to honor Hashem, so he himself commanded Sarei ha'Alafim, and not via an intermediary. Afterwards he called also the higher leaders, that also they should come.
