GUARDIANS OF YERUSHALAYIM

כתיב (ישעיה סב) על חומותיך ירושלם הפקדתי שומרים כל היום וכל הלילה תמיד לא יחשו המזכירים את ה' אל דמי לכם מאי אמרי [הכי] אמר (רבה) [רבא] בר רב שילא (תהלים קב) אתה תקום תרחם ציון כי עת לחננה כי בא מועד רב נחמן [בר יצחק] אמר (שם קמז) בונה ירושלם ה' נדחי ישראל יכנס ומעיקרא מאי הוו אמרי אמר רבא [בר רב שילא] (שם קלב) כי בחר ה' בציון אוה למושב לו:
Translation: "Yerushalayim, I appointed guards on your walls... Tamid Lo Yecheshu (they are never silent)." What do they say? Rabah bar Rav Shila said, they say "Atah Sakum Terachem Tziyon." Rav Nachman bar Yitzchak said, they say "Boneh Yerushalayim Hash-m Nidchei Yisrael Yechanes." What did they say before the Churban? Rabah bar Rav Shila said, they said "Ki Vachar Hash-m b'Tziyon Ivah l'Moshav Lo."

Who are the guards?

Maharal: Yerushalayim must be guarded due to its great level. When it is settled, it has a supreme guarding.
