What is "Lo Sa'asun ke'Chol asher Anachnu Osim Poh ha'Yom - Ish Kol ha'Yashar be'Einav " referring to? What is the Pasuk coming to teach us?
Rashi: With reference to 11:31, "Ki Atem Ovrim es ha'Yarden", when it will become permitted to sacrifice Korbanos on Bamos, 1 the Torah is confining the Korbanos that one brings on them to Nedarim and Nedavos 2 - as hinted in the words "Ish Kol ha'Yashar be'Einav" 3 (until they build the Mishkan in Shiloh).
Ramban: In the desert, Yisrael were obligated to bring any animal that they wanted to eat to the Mishkan to be Shechted as a Korban. 4 On the other hand, there was no obligation to bring (private) Korbanos - even on Yom-Tov. 5 It therefore transpires that during those forty years, there was no such thing as a (private) Korban Chovah. 6 And the Pasuk goes on to explain how all that changed when they built Mishkan Shiloh and subsequently, the Beis-Hamikdash. 7
Rashbam: It supports what the Torah wrote in Pasuk 5, confining Korbanos to one fixed location, 8 as opposed to the situation in the desert, where the Mishkan moved from place to place, and they brought Korbanos wherever the Mishkan happened to be at the time. 9
Oznayim la'Torah: In the time of Moshe, "Ish Kol ha'Yashar be'Einav" referred to bringing voluntary offerings. Nowadays, it refers to stealing and robbing, adultery and murder. How times have changed!
Rashi: During the fourteen years that they conquered Eretz Cana'an and distributed it.
Rashi: But not Chata'os and Ashamos which are obligarory.
Rashi: Implying Korbanos that one brings voluntarily. See also Torah Temimah, note 32.
Ramban: However, after the blood was sprinkled, they could be eaten anywhere, even outside the camp.
Ramban: Including Bechoros, Ma'aser Beheimah and Ma'aser Sheni.
