What is the meaning of "Kilinu Shaneinu"?

Radak: "Kilinu" is Po'el Yotzei (it acts on others); we caused [our years to be finished] via our sins.

What is "Kemo Hegeh"?

Rashi: It is like a saying, which is finished quickly. Radak - so our years pass quickly.
