Why does it say "uv'Shem Hashem Ekra"?

Brachos 60b: One must accept [and bless on] bad tidings with Simchah, just like for good tidings. It says "Kos Yeshu'os Esa uv'Shem Hashem Ekra" (13), and "Tzarah v'Yagon Emtza uv'Shem Hashem Ekra."
