Having already written "Verachatzu Mimenu ... " why does the Torah insert the word "Yirchatzu"?

Targum Yonasan: To teach us that the Kohanim continied to wash from the (spring) water with which Moshe initially filled the Kiyor, since it never emptied nor did it ever become putrid.

What are the implicatoins of "u've'Korvasam el ha'Mizbe'ach Lehaktir Yirchatzu"?

Zevachim, 119b: It implies that serving on a Bamah 1 does not require Rechitzas Yadayim ve'Raglayim.
