1)

Who says so?

1.

Rashi: My nation Yakov, in Galus. Radak - the Navi asks why they say so. Just because Galus is long, do you say...?

2.

Malbim: Yisrael, due to the length of their Galus and the serenity of the Resha'im. Their heart ceases to believe in salvation. Amirah is saying simply; Dibur is at length, with many Mishpatim, connections, reasons and proofs.

What do we learn from "Nisterah Darki me'Hashem"?

1.

Rashi: My way is hidden from His eyes, what they subjugated me and ruled over me, those who do not know Him.

2.

Radak: He does not supervise over me and the afflictions of Galus that I suffer. Darki is my matter, like "Madu'a Derech Resha'im Tzalechah" (Yirmeyah 12:1).

3.

Malbim: Yakov, the masses of the nation, say that Hashem does not know man, and does not supervise over his deeds at all. "Hashem" refers to the Creator; they do not attribute to Him Hashgachah.

3)

What is the meaning of "ume'Elokai Mishpati Ya'avor"?

1.

Rashi: Was removed from in front of Him the good reward that He should have paid to our fathers and to us.

2.

Radak: The judgment that Hashem should have taken against the Resha'im who subjugate me, it passes from being recalled in front of Him, and He is not concerned for it.

3.

Malbim: Yisrael, the Gedolim of the nation, know that Hashem has no lack of knowledge. They make a philosophical claim - since Hashem's knowledge does not change, there is no room for choice, reward or punishment. Elokai hints to Hashem's Hashgachah.
