What is the meaning of "v'A'idah"?

Rashi: It is an expression of warning. Radak - this is like "Ha'ed ba'Am" (Shemos 19:21), "Ha'ed Ha'id Banu ha'Ish" (Bereishis 43:3). An expression of testimony is used, for one who warns, he warns in front of witnesses, so [the warned party] will not be able to deny [that he was warned].

Rashi: They disgraced it.

Radak: What is disgraceful to a person, he does not want to hear it. So was Hashem's word to them.

Malbim: When the Navi warned them in the name of Hashem about their sins, and they know that they sinned, they think that he comes to revile them. Therefore, they do not want to listen.
