What is the meaning of "va'Yishkod"?
Rashi: He hurried. Malbim ? the curses in Vayikra did not come quickly, rather, one after the other. After we did not heed His voice or rebuke, the curses in Devarim came rapidly, at once.
Ibn Ezra: This is like "Shoked Ani" (Yirmeyah 1:12).
Why does it say "Ki Tzadik"?
Rashi: He is justified. Malbim ? this is because "Al Kol Ma'asav Asher Asah" ? all His efforts to make us repent.
Rashi (from Gitin 88a): Hashem did Tzedakah with us, and exiled us 850 years after we entered the land. This was two years before [the Gematriya of ] "v'Noshantem", lest [the accompanying curse] "you will perish" apply.
Verse 11 taught that we did not heed His voice. Why is this repeated here?
Malbim: This explains why he brought the evil at once, so we will recognize that it is a punishment via Hashgachah.
