Why does it say "ha'Al Zos Lo Sirgaz ha'Aretz"?
Rashi: Is this sin not enough that the land will be destroyed due to it?
Radak: Will the land not be agitated for this evil? It is proper that it be agitated from its place, and be overturned.
Malbim: How can I forget their deeds? Even if I would want to forget, the land itself will be agitated from its place to swallow its residents, until they will all mourn. When etiquette and conduct Bein Adam l'Chavero is ruined, nature itself takes vengeance to eradicate its residents. The Navi illustrates the coming punishments in three metaphors. (a) An earthquake. (b) A flooding river covers the land. It illustrates this with the Nile, which covers the land and increases via rain that descends on the mountains of Eretz Kush. The vapors that rise in Egypt are expelled to the mountains of Kush. There the water will flow and return to cover Egypt. (c) Refer to 8:9:2:3.
What is the meaning of "v'Aval Kol Yoshev Bah"?
Radak: All the residents will be destroyed, for no one can bear great theft like this, just like the land was destroyed in the flood due to theft, and Sedom and Amorah were overturned due to theft. So it is proper that this land be destroyed due to this theft.
Here it says "v'Alsah cha'Or Kulah." Below, it says "v'Alsah cha'Y'or Kulah" (9:5)!
Rashi: Yonason translated both of these 'a king will ascend on it with his camp that is great like a river, and cover all of it 1 .
Rashi: Here, it is like "Yafitz Anan Oro", "Al Kapayim Kisah Ohr" (Iyov 37:11, 36:32). It will ascend like a rain cloud - all dark.
Malbim: The river is called Ohr, because the rain comes from the Avir (air).
Rashi: This is difficult. How can we explain cha'Or like cha'Y'or? Radak - it is as if it says cha'Y'or.
What is the significance of "v'Nigresah v'Nishke'ah ki'Y'or Egypt"?
Rashi: The Nile rises once in 40 years and irrigates the land. When it rises, it brings up mud on its banks. When it returns after irrigating, it returns on its banks and its water returns on its banks and its water clears. This is called Shiku'a. The mud that clouded the water, it sinks - "va'Yigreshu Meimav Refesh va'Tit" (Yeshayah 57:20). So the land vomits out Resha'im in it, and afterwards it rests.
Radak: It is proper that water cover all of it like the river of Egypt, which overpowers and spreads over the entire land. It will be expelled from its place and water will cover it. It will be submerged in the water like Ye'or Egypt, which covers the land when it leaves. When there will be a great earthquake, the place of the opening will fill with water and the water will overpower until it will cover that place.
Radak citing his father: They will go out to Galus from their place, like the river leaves its place, and sinks in cavities that people dig around it. So they will sink in Galus.
Malbim: When the river rises, its water expels mud until it sinks, and then the water rests. The Nimshal is, initially there was a rebellion against their king Hoshe'a ben Elah, like I explained in Sefer Hoshe'a. The Mashal for this is an earthquake that came from inside. The rebels slandered him to Melech Ashur, that Hoshe'a ben Elah conspired and sent messengers to Soa Melech Egypt. The Mashal for this is Ohr ha'Matar that goes from the land to Kush. Via this, Melech Ashur came against them like a flooding river - "Hineni Hashem Ma'aleh Aleihem Es Mei ha'Nahar ha'Atzumim veha'Rabim Es Melech Ashur" (Yeshayah 8:7). He will expel mud and flood the land. Then it will be sunk, via exile of its residents, like Yechezkel said "Az Ashki'a Meimeihem" (32:14), to the point that man or animal will not go through, due to desolation of the land.
It is written v'Nishkah, and we pronounce it v'Nishke'ah!
Radak: The Kesiv refers to irrigating, like "Ki Kulah Mashkeh" (Bereishis 13:10); it will be totally water. V'Nishke'ah means that it will be immersed in water.
